The problem has persisted during the team's current offseason workouts, and it is something that coach Sean McDermott is worried about.
"We are concerned with Charles' knee situation," McDermott told reporters Thursday before the Bills took the field for an OTA workout. "It's something we have to manage moving forward in order to have him on the field for us, which is important moving forward. He's a weapon for us."
McDermott did say that Clay has taken part in drills, but the team is being cautious about how much work he receives.
Hobbled by injuries most of the year, Clay finished strong, catching 21 passes for 229 yards and three touchdowns in his final four games. He was the #12 TE in the second half of the season and averaged the 9th-most targets in that span. His ADP is unlikely to rise given this report.

Bills TE Charles Clay (knee, questionable) took limited practice reps again Friday and is questionable for Week 17. Clay should play. He has seen more targets (7.4 T/G) with E.J. Manuel under center over the last two seasons.
Despite being eliminated from playoff contention, the team put forth their best performance of the season through the air. Tyrod Taylor had over 300 yards in a game for the first time in his career, and the Bills set a franchise record for most yards in a game with 589 yards.
Nobody was as consistent in the passing game as Charles Clay, hauling in eight catches for 85 yards and two touchdowns.
He also made two of the most important catches in the game.
Clay caught his first touchdown in the red zone down 28-14 in the third quarter. However, Clay’s biggest catch in a Bills uniform came on 4th-and-seven in the fourth quarter. With the Bills down to their last chance to take the lead, Clay had to go down to the turf to catch a sharp throw from Taylor in the front of the end zone. After being reviewed the play was upheld, and the Bills had their first lead of the afternoon.
We liked Clay as a free agent pickup off the wire this week for those in need at the position, and as a lower-end TE1 play. If your league has Week 17 games, Clay is someone to keep in mind as a player who is trending upward.

We saw a report yesterday that Clay was awaiting the birth of a child and looks like he's out this week. Meanwhile Watkins will play despite some foot issues this week.
The Bills said Saturday that Clay’s status for Sunday’s game vs. the Raiders is questionable. Clay has started all 11 games for the Bills. He’s caught 36 passes for 323 yards. With Clay’s status uncertain, the Bills promoted tight end Gerald Christian from the practice squad and waived kickoff specialist Jordan Gay.
