Kyle Orton’s 33rd start for the Broncos figures to be his most scrutinized. Denver enters Sunday’s game against San Diego at 1-3 and with a bye in Week 6, there has been speculation that if the team loses again Sunday it might be time to insert Tim Tebow.

But coach John Fox has done his best this week to dismiss that notion. Fox has pointed out that Orton is in just his fourth game in Fox’s system, and he seems willing to give Orton time. Besides, Fox has said several times that Orton won an open competition, and though Orton has made mistakes, he has not been the sole reason for the Broncos' slow start.

"We feel Kyle Orton is our starting quarterback," Broncos coach John Fox said.

Fox said coaches did not consider playing backup Tim Tebow​ in the fourth quarter, when the Packers led by at least 25 points. The team played several backups on defense late in the game, but none on offense.

"We need our starting quarterback to get experience for us to improve. That's the idea behind that. You know he needs to get better in our system," Fox said. "I know he gets judged on the past couple of years, but we're trying to get him better in our system and use that experience to get better."

Fantasy Impact: 

Tebow would be a much better fantasy option if he ever gets the chance. But that seems like it will be at least a bit away, despite what seems like the entire Denver community being behind Tebow.

The Broncos' red zone issues against the Raiders on Monday led some observers to wonder whether they would have been better off using Tim Tebow in that area of the field.

However, just one of the Broncos’ nine red-zone plays came with less than five yards to gain for a first down. The lone exception — a third-and-4 from the Oakland 9-yard-line — resulted in Orton’s touchdown pass to Lance Ball.

The Tebow packages have been absent from the offense during first-team work in the preseason and Monday night’s loss.

“I don’t necessarily think it’s something that we’ve really repped a lot or it’s in the game plan,” Tebow said. “But if they wanted to dial it up I’m sure we’ve repped that stuff enough times just to go out there and run it.”

Brady Quinn is primary backup for Broncos

Q: Why hasn't Brady Quinn been cut? The Broncos would be better off carrying another defensive player than a third-string quarterback.

A: Not only are the Broncos carrying three quarterbacks on the 53-man roster, they signed undrafted rookie quarterback Adam Weber​ to their practice squad.

That's a lot of quarterbacks for the limited amount of work anybody not named Kyle Orton is going to get during practices. But only one of those quarterbacks — second-year pro Tim Tebow — is under contract beyond this season.

If Orton gets hurt this season and has to leave a game for good or miss some playing time, Quinn is the primary backup. That's why Quinn, a former first-round draft pick from Notre Dame, wasn't released.

If Orton stays healthy this season, Tebow figures to get more playing time than Quinn because of the situational duties Tebow will have.

The Broncos have some plays in the offense specially designed for Tebow, run-pass options at various spots on the field. So look for Tebow to get some playing time even if Orton stays healthy.

During practices before each game, Orton will take almost all of the snaps with Denver's No. 1 offense. Quinn and Tebow will share whatever snaps are left.
