NFL and NFLPA announce agreement on new PED policy. Broncos WR Wes Welker, Cowboys CB Orlando Scandrick, Rams WR Stedman Bailey have been reinstated.

NFL and NFLPA are still working on the substances of abuse policy.

Fantasy Impact: 

Welker and Bailey are eligible to play this weekend. We're still waiting to hear about the substance abuse policy and the official revised suspensions for Josh Gordon and others. Gordon is widely reported to be facing a 10 game suspension.

NFL, NFLPA 'still working' on drug policy

The NFL Players Association had hoped the league's revised drug policy would be finalized on Saturday in time for a handful of suspended players to be rejoin their team's active rosters.

It didn't happen.

Despite a unanimous vote from 32 NFL player representatives Friday evening on a term sheet of the comprehensive new drug policy, the process stalled when the policy was returned to the NFL and union's lawyers.

"We're still working on it," NFL spokesman Greg Aiello told USA TODAY Sports in an email Saturday afternoon.

That leaves players like Denver Broncos receiver Wes Welker, Dallas Cowboys cornerback Orlando Scandrick and Miami Dolphins defensive end Dion Jordan still on their teams' suspended lists. Players must be on an active roster by 4 p.m. Saturday to be eligible to play.

Fantasy Impact: 

Welker is the one of the bigger fantasy names affected by the delay, but it appears he could be able to play Week 3. Whenever the new policy - which will include HGH testing, higher marijuana thresholds, increased penalties for drunk driving and neutral arbitration for appeals - is finalized, the NFLPA will have a full list of players who will receive "adjusted discipline," the union said in statement on Saturday. The new policy will be retroactive to March 11, 2014, the first day of the NFL year, the story says.

NFLPA may vote Friday on new drug policy

The NFL Players Association said its 32 player representatives could vote on a new drug policy Friday, union spokesman George Atallah said via Twitter Thursday evening.

"NFLPA Player Representatives have been asked to set aside time tomorrow to review and potentially vote on new drug policies," Atallah wrote.

The NFL and the union have been engaged in negotiations on a revised drug policy all week, and an agreement by Friday could overturn or reduce the current suspensions of several players, including Denver Broncos wide receiver Wes Welker, serving a four-game suspension for a positive test for a banned amphetamine, and Cleveland Browns receiver Josh Gordon, suspended for the entire season because of multiple substance abuse violations.

Fantasy Impact: 

This could impact the availability of Welker and Gordon. Stay tuned.

NFLPA to vote on new drug policy proposal Tuesday

The NFL Players Association will take a vote Tuesday among its 32 player representatives on a radically revised drug policy after a daylong face-to-face negotiation with the league in New York, according to player sources.

The proposed policy will include human growth hormone testing for the first time, as well as make significant changes that raise limits for marijuana testing and expand neutral arbitration, sources said.

One late sticking point is that the league has received complaints and concerns from owners regarding possible reinstatement for recently suspended players such as Josh Gordon of the Cleveland Browns and Wes Welker of the Denver Broncos, who would not have been suspended under the proposed policy. Those owners were displeased that a new agreement would not necessarily alter the standing of their own suspended players.

Fantasy Impact: 

Even if the vote passes, it's not entirely clear how this will impact Gordon, though momentum seems to be headed his way. Hopefully, we'll have a better idea about his short term future after the vote. If he is fully reinstated, he's worth a 100% bid provided owners can claim players for fee. If he's partially reinstated, he's still worth a very hefty bid since he's a game changer even if he plays half a season.
