Ginn is the boom or bust play so depends what you need. Roberts, although it’s a little scary, is probably a little safer.

I’d go Raiders D just based on matchup and at home

I like Roberts better, even though there's a lot to like about Ginn playing his former team. I think with the top two WRs out, I'm more confident in Roberts' potential targets in a PPR.
