I wouldn't worry about your QBs. It's unsettling that Rodgers has been less than himself this year, but he should be solid and Luck's been very good consistently this year when healthy. He looks like he's ready to go. I don't think you'll have to resort to Flacco (barring injury of course).

I think Miller is the safest option so I'd have him in there. Then I kind of like the situation Murray is in, and the Bills have been good overall on defense but have given up some big rushing totals at times this year. I would love to go with Watkins or Matthews, but both scare me this week. I think I'd use the two backs.
