I'm returning to a highly competitive 16 team Standard based scoring league.
We start 1 QB, 1RB , 2WR. 1TE, and 1 DEF and 1K.

Our top TE has steadily gone for more money over the years. I see a large gap in scoring for Gronk over any replacement in a 16 league setting.

How might you use the customization tools for the draft to determine value. Every year is a bit different but last year our top QB'S went for $60 and Top TE for $40. We had 9 or 10 RBS go between 50 -59 last year and I anticipate we will have a WR go for 55-$60 this year...
I see him equal to a top 8-12 WR but more valuable because I can easily find WR s who put up top 8-12 TE points, but it is difficult to find TE that will perform as well as an avg WR#2 much less a #1.

Assuming you're in a $200 league, I think it's reasonable to use the 1/2/2/1 settings (QB/RB/WR/TE) in our custom auction sheet and take Gronk's rating from that. We've got him at $48 when I run those setting for a $200 league, and I agree with your assessment on him (as long as he's healthy). He's an elite player for sure, and worth paying a hefty price more for.
Emphasizing your point, we have Jimmy Graham second at $30 with those settings... at that point, I'd probably rather spend less than $10 and get a guy like Jordan Cameron or Jason Witten.
