Contract talks between the Jaguars and franchise-tagged kicker Josh Scobee are stalled right now.

The Jaguars placed a non-exclusive franchise tag on Scobee in March, but he hasn’t signed it. The team has said it would like to sign Scobee to a long-term deal and was disappointed it didn’t before the franchising deadline.

According to a league source familiar with the negotiations, Raiders kicker Sebastian Janikowski’s contract is part of the reason Scobee’s contract talks have stalled. Janikowski is the highest-paid kicker in the NFL, having signed a four-year deal worth $4 million per year two years ago.

Raiders Place-kicker Sebastian Janikowski said his injured left hamstring was a factor in having a 49-yard field goal attempt blocked and that he's still fighting a mental battle playing with the injury.

"I get treatment every day, it might bother me the whole year, I don't know," Janikowski said. "Hamstrings, they take awhile to heal."

The Buffalo Bills have signed kicker Dave Rayner as the replacement for injured kicker Rian Lindell, according to his agent, Paul Sheehy.

Rayner was briefly with the Oakland Raiders this season when Sebastian Janikowski was injured, but didn't have any field goal attempts. He has previously kicked for the Cincinnati Bengals.
