I'd probably go with Cobb with Rodgers active.
I like the upside of Godwin, but I think the touches Williams is likely to get would make me go with him. That's two Packers against a tough defense, but I think that's the better route to go.
With Rodgers playing, Cobb will get a lot of quick passes. Go with him. I would go with Williams for flex.
