Who would you prioritize for waivers as week 8 has 6 teams on bye?

I'm willing to go 15-25% for Montgomery because I like his long-term value more. I would think Chris Thompson is definitely the #2 option, but I think he can be more of a value add at around 5%. I don't think Carey or Dixon are worth more than minimum bids right now, even though Carey has some potential. I think he's just as likely to not get consistent work as he is to win a job.
If Montgomery is #1 because of his "long-term" value until Starks returns, and given that I have about $330 left of my FAAB and sitting at 4-3 record.... how much or what % would you say I should spend to secure him? Thanks!
