Bortles or Mariota?
I think both are in for good games, so if you trust Bortles more, I don't have a problem with that. Mariota can often save his fantasy day with good rushing totals, so given the fact that both have a great matchup, I think I'd favor Mariota, but I understand the concern over pass attempts. I'd side with Mariota, but I think it's perfectly justifiable to go with Bortles if you prefer. We only have 0.1 points separating them in the rankings.
My main concern with mariota is that Tenny is defense then run first team. So Murray should get most work and TDs. However mariota proved that I was wrong in last 2 games and get 3 passing td despite low passing attempts. Against colts team whose passing defense may not be as bad as it looked, I'm not sure whether it will be a Murray game or mariota game. The RB ranking all seems to think Murray will have a big game. On bortles, if he's gonna show some sign of life, this is the game. To be fair he didn't play poorly last week as that INT is mostly on Arob rather than him. I the end, I would gamble to start the one with upside, but the upside on those two also seem to be the same to me.
