I would think Williams makes a lot of sense for you to keep as a backup to Bell. I think the Steelers have a tough schedule but adding Williams at least gives you some security if you wanted to keep him as a handcuff.

The Rams schedule doesn't stick out to me so I can't remember the matchups, but either way backing up Bell is probably the better move.
