Okay I get that you start with a budget of say $100, and you place bids on FAs. After they have processed, say Wednesday morning, what is the process to pick up FAs that have been dropped? Do you again bid on those guys the next night, or do you sit by your computer late at night waiting for the ww to process and pick up drops free?

Also, what happens when a team has spent all their FA money and it is only week 8?

Usually free agents are picked up on the waiver wire through a bidding process, depending on how your waivers work. Often you just put in one claim though and then whenever waivers is over, you'll find out if you were the high bidder. Check your league settings, sometimes it changes.

Typically, if you're out of money, then roster moves after waivers usually don't cost you money. You can usually pick up any number of players after the waiver period ends without affecting your cap. Again, your league settings may vary a little, but that's how I usually see it.
