In a 14 team auction (standard scoring) with a bench of 20 deep, which 4for4 tool(s) should I use besides the auction values? The value-based list? Hot-spots?

That's a sound strategy. I tend to go in the 80-85% range anyway, so 90% isn't that much of a difference. I think you may get a little thin on your bench with so many roster spots, but I don't know your "over-the-cap" rules. If you can load up on minimum guys then that's okay, but 14 roster spots with like 10 or 20 bucks depending if you're in a 100 or 200 dollar league might spread you thin.

I think auction values and value based would be good enough overall... but in that kind of league with such a large bench and a 14 team league, I'd really look hard at John's QB by committee charts. With 14 teams and a deep bench, if you can identify 3-4 low cost targets at the QB position, you could spend little and have a great play every week, with the side effect of crippling other teams that will be searching for backups.

I also think that my usual 70-85% on starters policy will need to be more on the lower end for you, and I'd give added value to a guy like Jimmy Graham, who will give you an extra edge over the other guys. Every position is going to be scarce in your league with 14 teams.

Do you think it's a crazy approach to allocate 90% to 1QB,2RB,2WR and 1TE and get the balance of the roster on post-draft picks (which is allowed in our league)? My thinking is to draft studs to start and get cheap filler vs. a balanced but boring bench. Thoughts? And thanks for your insight, Brandon.
