Cooks is the odd man out, but make sure you check in on Allen's health. He should be fine, and I like him to get back on track now that Seattle and Arizona are out of the way, but if there's anything in the morning about him being a game time decision, then it might be better to go with Cooks, who should definitely play.
I would definitely start Keenan Allen after he had an impressive 5 catches on 6 targets against Richard Sherman and Buffalo's secondary is among the league worst. It's a close call between Cordarrelle and Cooks so go with your gut.
